In May 2014 the state comptroller published a report headlined “Foreigners who cannot be deported from Israel.” Earlier, representatives of the Israeli Immigration Policy Center met with representatives of the State Comptroller’s Office in order to give them background material that was used in writing the report.

The report is divided in two parts: the first deals with the sad reality in south Tel Aviv and the harm to residents of the neighbourhoods, and the second part dealt with the migrant population.
